The civic transformation of data privacy implementation in Europe

Recent data protection laws in the EU institutionalise NGO engagement with regulators and enable new mechanisms for bottom-up policy implementation. The article studies thirteen European NGOs maps their contribution to implementation based on a novel typology understanding scope (national vs. transnational) goals (direct strategic) of actions. asks: (1) how do vary privacy Europe? (2) what are implications those variations differentiated implementation? Through analyses NGOs’ informational activities GDPR complaints, finds that converge towards privileging transnational strategic civic-enforcement model, prioritising pan-European cases alter implementation, over individual citizen advocacy empowerment at national level. Civic has served mitigate cross-border disparities, while preserving considerable regulatory discretion nationally. Integrating into analysis differential helps highlighting evolving nature civil liberties.
